After the huge requests and agitations from the people of Telangana, the Government of Telangana State made the guidelines same as the guidelines issued in LRS scheme 2015. Earlier, in the year 2015, the Government of Telangana State initiated a LRS scheme and provided some guidelines to approve the unapproved and unauthorized plots and layouts across the Telangana State, on 31st August 2020, the Government initiated a new LRS scheme 2020 with new guidelines to approve the unapproved plots and layouts, due to the requests from the people, the Government changed the new rules to the old ones.

According to the new GO issued by the Government of Telangana State, these are the new amendments that are to be followed to approve the unauthorised and illegal layouts as well as plots. The rates of regularisation are same as the rates which were provided in the LRS Scheme 2015.

 Pro-rata Open Space Charges LRS 2020:

For Plots:

  • The pro-rata open space charges will be collected from those plot owners, if 10% of open space is not available in the unapproved layout.
  • The Pro-rata open space charges for such plots is 14% of the plot value.
  • The plot value according to the SRO at time of registration of the plot will be considered. i.e. for example if you have purchased a plot in the year 2014, then the pro-rata open space charges will be charged at 14% of the total plot value at the time of registration
  • For Layouts:
  • The pro-rata open space charges will be collected from those layout owners, if 10% of open space is not available in the unapproved layout.
  • The Pro-rata open space charges for layouts is 14% of the plot value.
  • The layout value according to the SRO at time of registration of the plot will be considered. i.e. for example if you have purchased a site in the year 2015, and sold the plots as unapproved layout, then the pro-rata open space charges will be charged at 14% of the total plot value at the time of registration.

Note:
According to the new amendments, the LRS 2020 fees includes NALA charges also so, the unapproved plot owners as well as unapproved layout owners who are applying for LRS 2020, they should not pay the NALA charges because, the LRS 2020 fees includes NALA charges also.

New LRS Last Date:
According to the new GO issued by the Government of Telangana State, there were some new amendments on regularisation charges and pro-rata charges but the last date for paying the LRS fees for the regularization of unapproved plots and layouts is 31st January 2021, the payment of the LRS charges and the fees can be paid in one payment or in instalments but it should be paid in three months or by 31st January 2021 whichever is the earliest.

LRS 2020 New Norms for Regularization of Unapproved Layouts:

  • The road width for the layout must be 9 meters, if in case 9 meters is not available then equally spaced road widening on both the sides will be applied.
  • For the weaker section plots whose plot size is less than 100 Square Meters for such plots the road width of 6 meters maybe considered.
  • The layout owner or the plot owner should make sure that there is a perfect connectivity and integrity with the surroundings.
  • The layout pattern should be ipso facto.
  • Consequences if the Unapproved layouts and Plot Owners Does not apply for the LRS 2020?
  • No water supply connections drainage and sewerage connections.
  • No sale or even disposal of the layout will not be considered by the Registration Department.
  • No building approvals shall be considered by the building sanctioning authority.
  • Standards of Facilities & Amenities for Approving the Unauthorized Layouts:
  • Minimum Standard Layout norms.
  • For plot owner – Registered sale deed executed on or before 26th August 2020.
  • For Layout Owner – Who sold the plots one or before 26th August 2020.
  • What type of Layouts & Plots are not eligible for approval?
  • The layouts or the plots in the bed of water bodies such as the river, and Nala.
  • The layouts or the plots in the Full tank Level of any Lake, Pond, Kunta, Cheruvu, and Shikam lands.

Restrictions on Approvals in Such Areas:
The water bodies must be maintained as recreational/ green buffer zones.

Areas Such as:

  • If the layout is 10 acres and above, then the layout should be 30 meters away from the River course or lakes etc.
  • If the layout is less than 10 acres, then the layout should be 9 meters away from the River course or lakes, etc.
  • In the case of canals, the layout should be minimum of 9 meters away from Canals.
  • In the case of Nalas, the layout should be minimum of 2 meters away from Nalas.
  • If the layout is near to Airport or any Defence areas or within 500 meters from such areas, those layout owners must take the clearance from the concerned authorities.
  • The layouts in the Industrial or Manufacturing zones will not be approved.
  • Open spaces in any approved layout will be considered for regularization under these guidelines.
  • The lands which are in legal disputes, ceiling surplus, Government lands, Endowment lands, Wakf lands, Shikam lands will not be approved.


How to Apply for Land Regularization under Telangana LRS Scheme 2020?

The last date for applying regularization under Telangana LRS scheme 2020 is 15th October 2020 and it can be applied in 4 ways, they are one can apply online by visiting common web portal, at any Mee Seva Centre, at any Citizen Service Centre, and by downloading app on your smartphone.

What is Registration Fee for Telangana New LRS Scheme 2020?

  1. For individual plot owners, the registration fees is Rs 1000/- and for the layout owners it is Rs 10,000/-. 
  2. Rs 10,000/- for an entire layout.

    If there are any unsold plots, in that case, the layout owner must provide the copies of sale deeds of sold plots.

    2020 LRS Percentage of Basic Regularization Charges Calculation Process:

    Step1:

    Since our example plot market value per Square Yard is Rs 1000/-, therefore, our example plot comes under up to Rs 3000/- per quare Yards column, so, for any plot or a layout whose land area per square yard market value is Rs 3000/- or below Rs 3000/-  they have to pay 20% of the land market value.

    Step2: To get 20% of the land market value, now take the basic regularisation charges amount i.e. Rs 66,890/-.

    Step3: So, 20% of Rs 66,890/- is Rs 13,378/-.

    Step4: The percentage of basic regularisation charges we need to pay to the Government of Telangana for a 200 square yard or 167.2254 square metres is Rs 13,378/-.

    The layout value according to the SRO at time of registration of the plot will be considered. i.e. for example if you have purchased a site in the year 2015, and sold the plots as unapproved layout, then the pro-rata open space charges will be charged at 14% of the total plot value at the time of registration.

    Step1: First, identify whether your plot or your layout has 10% open space in the layout, for example if 10% open space is present in the layout then there is no need to pay the Pro-rata open space charges. But here in our example, let us consider that our plot and our layout has no 10% open space in the layout.

    Step2: According to the new guidelines if there is no 10% open space in the layout then 14% of the total market value of the plot will be collected as pro-rata open charges, and the market value of the plot at the time of registration will be considered.

    Step3: To calculate the open space charges, we can get open space charges by taking 14% of the total market value of the plot.

    Step4: Here, our plot size is 200 Square Yards, the SRO market value is Rs 1000/- per Square Yard and the total market value of our plot according to SRO is Rs 2,00,000/-. ( market value will be in the sale deed)

    Step5: Now, 14% of Rs 2,00,00/- is Rs 28,000/-. This is the open space charges of a plot we need to pay to the Government of Telangana for a 200 square yard or 167.2254 Square meters plot whose total market value according to SRO is Rs 2,00,000/-.

    Calculation of LRS Grand Total:

    Step1: Our example plot whose size is 200 square yards, the percentage of basic regularization charges is Rs 13,378/- and the open space charges are Rs 28,000/-.

    Step2: By adding both percentages of basic regularisation charges and the open space charges we will get the LRS 2020 total amount to be paid to the Government of Telangana State.

    Step3: So, Rs 13,378/- + Rs 28,000/-  =   Rs 41,378/- Total LRS amount.

    LRS Fees for Plots in Slum Areas:
    The regularisation payment charges for the plots that are located in slum areas, irrespective of the areas of the plot the fees to be paid towards the regularisation of the land is Rs 5/- per Square Meter.

    Note:
    According to the new amendments, the LRS 2020 fees includes NALA charges also so, the unapproved plot owners as well as unapproved layout owners who are applying for LRS 2020, they should not pay the NALA charges because, the LRS 2020 fees includes NALA charges also.
