DTCP Layout Approval Procedure:
Step1: DTCP Layout application
Along with the DTCP approval application form, you have to submit the site plan drawn to a scale of not less than 1:1000 site documents, layout plans, FMB sketches, topo-detailed plans/ contour plans, Encumbrance Certificate, extract of Base Map/Master Plan etc.

Step2: Submission of the Application form
After the submission of the application along with the required documents, the Panchayat Secretary will verify the application form and the required documents and call for further particulars if any required. If everything is ok then forwards the proposal to DTCPO’s / Regional Deputy Director of Town and Country Planning within 15 days.

For example, If there is any documents ordered by the Panchayat Secretary, you must be able to submit the same within 10 days and the proposal with full particulars with remarks shall be forwarded to DTCPO’s / Regional Deputy Director of Town and Country Planning within 15 days from the date in receipt of particulars as per sub-section (3) of Section 11 of APPR Act 1994).

Step3: Director of Town and Country Planning Verification
Once the Director of Town and Country Planning receives the application from the Panchayath, will examine the proposals and forward a tentative layout to Panchayat Secretary showing road pattern and open space with a request to communicate the same to the applicant for demarcation.

For example, such send layout doesn’t agreed by you then, Director may ask for the revision of Tentative Layout within 15 days.
If the tentative plan is agreed by you then, the Director may demarcate the roads and open space within 30 days and submit demarcated layout plans with requirement of plots etc.

And the Panchayat Secretary verify the same and the report will be submitted to the Director of Town and Country Planning /Regional Deputy Director of Town Planning for approval of final layout.

Step4: Issue of Approval to Applicant
After receiving the report from the panchayath secretary, feasibility reports from DTCPO’s / Regional Deputy Director of Town Planning, depending on the reports, the final layout with L.P.No. will be sent to the Panchayat Secretary along with conditions to be imposed while releasing the layout.

The Panchayat Secretary will communicate within 15 days after the receipt of the Technical approval from the DTCPO’s / Regional Deputy Director of Town Planning. If everything is ok then no problem, if there are any modifications to be made in the layout approval then, such conditions and modifications subject to which the layout.

Step5: Sanction of Layout from the Council
If the layout is technically approved then, such technically approved layout will be placed in the council for its Sanction, the maximum time for the Council may take is 90 days from the date of receipt of recommendations of the Director of Town and Country Planning, sanction layout having due regard to such recommendations and subject to such conditions.

If the council accepts the layout, then the council will forward the application to the Panchayat Secretary and the secretary will direct the applicant (to form the roads, drains etc.) fulfill the conditions laid down and to hand over the roads and open space through registered gift deed to local body at free of cost for maintenance.
